The 2026 Upper New York Annual Conference Pre-Conference Workbook is a compilation of reports, recommendations, and petitions in preparation for annual conference. Items not submitted on time for publication are listed below.

Editor's Note about A-13: The Conference Council on Finance and Administration (CFA) has chosen to put together this informational addendum to assist local churches and Annual Conference representatives with how the Conference Administrative Committees’ work and recommendations may increase costs for 2027. This addendum is meant to show all committee work in one place to make it easier to review.


The top section shows CFA’s ministry share factor rate which will be a small decrease based on the proposed budget, the increase to the blended rate for 2027 managed by the Conference Board of Pension and Health Benefits, along with showing the Commission on Equitable Compensation’s recommendation of increases to the base minimum along with the year of service increment increase. The below section shows charts of how the cost will increase to the local church with the top portion changes. The bottom portion reflects costs per clergy credential levels. Some charts do not show all credential levels based on probabilities that not all credentials will exist for all year of service levels. CFA hopes this information helps bring transparency related to this information.
