Editor's note: The following message was sent to Upper New York clergy, laity, team chairs, and elected leaders on behalf of the Upper New York Cabinet on October 21 in regards to the redistricting process.

Dear United Methodists of Upper New York,

Earlier this year, during the 2026 Annual Conference session, the body voted to move from 12 districts to six across Upper New York. Under the leadership of Bishop Héctor A. Burgos-Núñez—and in keeping with ¶415.4 of the United Methodist Book of Discipline—the configuration and boundaries of these six districts are now being discerned and defined.

Why this Matters

A district in The United Methodist Church is a vital expression of our connectional life. It brings the resources, guidance, and support of the annual conference closer to local congregations so they can experience them in meaningful, practical ways. The

y strengthen connection—among leaders, among churches, and with the communities we are called to serve.

The Book of Discipline identifies the committees that comprise a district and outlines the responsibilities of a District Superintendent. Yet the formation of a district—its precise shape, structure, and functional design—is entrusted to the bishop in consultation with the superintendents, as stated in ¶415.4.

A Shared Season of Prayer and Input

Everyone is invited to join in prayer as new district boundaries are discerned. We trust the Holy Spirit to guide this work so our congregations can live more fully into the mission of making disciples of Jesus Christ for the transformation of the world.

As we pray, we are also gathering your input to help the Cabinet understand the hopes, dreams, and needs you carry for our districts.

Please take a few minutes to complete the District Survey by clicking here. Feedback must be submitted by November 6. Your responses will be one of several factors considered as new boundaries are drawn, with the goal of strengthening mutual support and missional impact across our congregations.

Thank you for your prayerful engagement in this season of discernment. May the Holy Spirit continue to lead us as we shape districts that deepen our connection and advance our shared mission in Upper New York.

In Christ,

The Upper New York Cabinet
